BCM Additional Labor Costs Due to Covid
• Additionally, Spearhead’s Foreman had to verify the information for accuracy and ensure workers completed the Spearhead Covid-19 Weekly Screening information then submit electronic copies to office staff for collection, review, tracking, and filing as part of the change in site conditions on a weekly basis. Each of these new, added tasks required additional time that employees would have otherwise spent performing job tasks during pre-pandemic conditions. Clarification: Quantifying Additional Labor Hours Resulting from New, Added Tasks Workers were also impacted throughout their workday because of different site conditions stemming from compliance with the Agencies’ guidelines. Spearhead incurred additional labor expenses beyond its contracted scope of work and quantified the added time of six minutes per hour, or 48 minutes per 8 hour workday, by worker. 1 Throughout workday: 1. social distancing - change in means and methods, (+2 mins / workday) 2. daily fatigue of wearing of additional PPE, (+6 mins / work hour or + 48 mins / 8 hour workday) 3. additional hand washing, sanitization, and hygiene measures, (+ 6 mins / workday) 4. daily disinfection of tools and materials, (+10 mins / workday). Different Site Conditions - New, Added Tasks Throughout Workday The additional 48 minutes per worker, per 8 hour workday, is in line with the Nationwide study, Pandemics and Productivity: Quantifying the Impact report, which is included in this eBook for reference. Please note that the study focused on “fit-for-duty” mandates that were identical to the requirements of Spearhead workers, regardless of specialty trade. The comparison of the findings in the study to Spearhead’s actual hours expended is valid and offered as additional justification of its claim. The following factors contributed to the additional six minutes per hour: social distancing, increased Personal Protection Equipment (PPE), fatigue and dehydration, material handling, increased water consumption, extra handwashing, and additional rest times. Social Distancing caused Spearhead to change its means and methods. • Adherence to COVID-19 social distancing procedures required Spearhead to implement newmeans and methods for crew assignments. Prior to COVID-19, Spearhead could have multiple crews working simultaneously in the same area. However, in attempting to limit potential COVID-19 exposures, crews had to work independently, in different locations from one another and from other trades. Whenever possible, crews were maintained from day-to-day without mixing personnel.
